Correct. There is the overall, then each division (planned ahead of schedule) gets to slug it out against racers of determined pace.

Doesn't it mean that someone won their division and the overall season? But are you asking a question to which the answer is very difficult to provide. As in did the qualification method make for closer racing, ie if someone is super good on a certain track and races out of their skin they get to race with other racers of the same pace. How can we say that it worked when we don't have something to compare it to?
