I am not actually sure but I assume that if there is a single mandatory stop, with a mandatory fuel stop then this should logically only be forced for that one stop. Any extra stops shouldn't need refuelling but extra stops are rarely a good idea unless the weather turns to . The stops are pretty long and even in a sprint race making an extra stop outside the window for wets is hard to make up the time lost even on much better tyres.
Server 2 has the Endurance race format up as it will be tomorrow and the season even though its a shorter race of only 30 min with a 26 min max stint time. Only 1 mandatory stop for fuel in the race so you can give it a test there if you like. Password for any practice ROOZ servers will remain "rooztest"

That's the race rules for that server the only difference for an endure race night is stint limit will be 65 minutes for those.
Also a regular fixed fuel stop is 25 seconds, tyres are 30 seconds and they do tyres and fuel combined so its still only 30 seconds for both. Sprint rounds will not allow refuelling during the race with just a mandatory stop for tyres in the pit window. This wont allow refuelling even on an extra stop so if your short in a sprint race you need to turn the ECU down if you want to finish.
Don't be stingy with the free fuels, in nearly every fun run at least 1 person runs out of fuel. I doubt anyone has ever won a race because they finished on fumes but many have lost them once they realized they are short and need to fuel save.
