Hi all, just an early heads up that the stewards group will be changing for the upcoming season across all platforms.
The changes will be pretty simple, but will involve each platform being responsible for the protests in their own leagues.

At this stage steward groups will be the following. If stewards move from their platform we will assess if a replacement is needed
    - PCARS will be myself @Ad2mny and @garyw61.
    - GTS will be @Hatfield @JonoStan96 @Viperzed @emmo46
    - F1 will be JonoStan96 Hatfield Viperzed
    - Koastr will be the appeals steward and his decision will be final.

The reason we have changed is due to the differences in the games / platforms, making it difficult at times for stewards from another game to make informed decisions based on game physics, track characteristics and lag issues.

The penalty table will be used in PCARS as a general guide only, with penalties for grey areas being adjusted where there may be a penalty required.
The process will remain the same in terms of the following
    - if a driver want to protest a race incident they must make us aware by PM before midnight the following monday.
    - we will request a video from the drivers involved
    - we will make the driver being protested against aware of the protest so they can prepare a defence if they feel they need to
    - Once the result is handed down, any appeal will be forwarded to koastr and his decision will be final.
    - the results will be posted in the stewards thread with the ruling as to why or why not there was any penalty applied.

The original idea of how we did the stewards group for the last few seasons was to try to make things easier, however it seemed to make the work load bigger for more people and as volunteers, that wasnt the best outcome.
I would like to thank hatfield, viperzed, gary, jono, ad2mny, emmo and koastr for their efforts as a groupover the last 6 months. I hope that reverting back somewhat makes things a little easier for us on each platform.

Its a good chance to remind all entrants, on all platforms, that our OVER RIDING GOAL is to try to provide clean league racing for all those who enter. Contact is to be avoided at all costs, and track limits are to be obeyed at all times. All long term members know the drill, all new members will be filled in as we get closer to season start.
Essentially, if you hit someone and gain an advantage, give the spot back !

We will be more specific on this in the driver briefings before each round....
    Thanks
    Mod team and stewards group

    PROTEST : Division 1 - Season 2 - ROUND 1
Protest against nigegunz for contact on lap 1, round 1 Laguna seca.

Was agreed by stewards that the accident was caused by Nige swerving left into the path of Sub and AOC, (after car in front checked up a little) causing an accident that involved 5 cars. Collision was also due to false start from Nige, which was penalised in game via a drive through penalty, which was served.
Nige also redressed the contact at the end of lap 1.

A 20 second penalty awarded post race (approx drive through) for contact causing an accident.
Nigegunz apology was noted, as was his admission of fault, so time penalty all that is required at this time.
Also noted that apology was accepted by SubGT and AOC.

Incident involving Natmanscoop and T_B_williams - RAUPUNA

Was queried as to whether Natman could be reinstated position after being hit by TB Williams in the final corner, with the result being natman stuck on his roof, unable to recover.

Was agreed that the initial lose and crash was all on Natman, and contact with TB was not his fault.
Due to the contact being accidental, and the fact that natman didnt have a reset button mapped, was agreed that the result will stand as an accident.

    INCIDENT INVOLVING FATMIX and ANTMEG
    - Round 4 at Monza
    Fatmix replay

    Antmeg replay

The stewards group have reviewed both replays supplied and have come up with the following conclusion.
    - Race results and positions will stand
    - A suspended 10 second penalty for antmeg for 1 race. This means that there is no penalty applied for the race at Monza, however if there will be a 10 second penalty for driving infringements in the next round at Dubai. We came up with this decision for the following reasons.
    - We agreed that the turn 1 'cut' was part of the race start issues and was to avoid contact with cars who had turned into the first part of the chicane
    - the suspended penalty is for positions gained through the cut, without a clear attempt to redress.
    - Was agreed The contact with fatmix was due to position gained from the turn 1 cut, HOWEVER Antmeg was already heading towards the fence after contact with Dosy, and fatmix was tagged as antmeg went across the track.
    - Was agreed that Antmeg didnt really have time to redress once through T2, as the accident happened just 100m after the exit of T2, and along with the congested lap 1 traffic, would be unrealistic to expect Antmeg to redress before the contact happened.
    - This is why we felt a time penalty for the race would be very harsh, and a suspended penalty for positions gained would be fairer, even though there was minimal time for a redress..

@Bounty05, there is no appeal, so you are ok to put up div 3 results.

    PROTEST From Bathurst Round 6.
    @Blue XR8 and @Ant_427

Contact queried on last lap of race at Turn 2.
Unfortunately no reply available as all those who saved the replay had it stop on lap 19, one lap short of the incident.

Due to this, the protest has been dismissed.

    Round 1 Dubai Season 6.
Protest involving @AOCleaner74 for track limits
Was determined that consistent driving outside of track limits would see his position drop from 5th to last place.

Was agreed that the track limit breaches were not necessarily gaining a big advantage hence the reason there was no DSQ
Fastest lap was also on a 'cut' lap, so has been withdrawn, and awarded to next fastest driver.

    AO has accepted the penalty

DUBAI Round 1 FASTEST LAP DIV 2

Was found that @Blue XR8 fastest lap had 2 spots that exceeded track limits, and therefor the fastest lap was invalid.

Stewards agreed that point will go to @Urdon4, after confirmation his lap was clean.

    Div 1 - Sprint Round - AOCleaner / T_B_Williams
    Race 1 - Willow Springs

Original Stewards decision has gone to appeal (koastr) - original decision upheld

Penalty to AOCleaner will be position swap with TB for race 1, TB moves to 9th and AOC to 10th
    - Was agreed that the re-entry from AOC WAS NOT reckless, and it was clear that AOC was attempting to rejoin in line with the front straight
    - In joining the track the car appears to spin with a combination of throttle and the bump where the track and dirt join
    - From the view from TBs car, you can see that AOC appears to be joining to the left, and all would have been good until the spin in attempting to come back to the track.
    - Was clear to the stewards that TB pulls hard right to avoid contact with AO, and was also agreed that contact would have been avoided if the spin didnt happen
    - Was agreed that given the contact was the result of an off track and spin, that a redress was appropriate, which was complicated even more by the fact that TB was forced into the pitlane during the spin.
    - AO appealed the original decision. The original decision was upheld

    Div 1 - Sprint Round - T_B_Williams / Kwaka
    Race 2 - Willow Springs

    - Stewards agreed was a racing incident for which Kwaka cant be held fully accountable.
    - Was noted that TB started a slide on the exit of turn 3, (7 sec in video) after a very slight touch with (red car) which slid his car from the right to the left of the track.
    - TB was then off line, and from Kwaka's view, he had 'reasonable' cause to believe there was a gap to make a pass into turn 4.
    - We agreed that while there was contact to the side of TBs car, and both lost positions because of the contact, whole blame could not be put on Kwaka for the incident, and therefore we rule it a racing incident.
    - T_B_Williams has accepted the decision

PROTEST SPRINT ROUND RACE 2 BRNO
    WAFFLES - GHOST88805

    - Was believed to be contact between Ghost88805 and Waffles at turn 2 Brno
    - Vid provided by waffles appears to show contact
    - Images from Ghost appeared to show no contact
    - Video from Aykay was inconclusive, however both replays did give a contact noise.

Stewards decision was to swap positions between Ghost and Waffles, a minimal penalty (effectively 5 sec) based on the contact noise, and that it 'MAY' have been a lag issue. Was hard to judge based on images from Ghost only.

    Ghost has accepted the penalty

CONTACT BETWEEN TB WILLIAMS AND STOZZA

Contact was made final turn at BRNO
    - Stewards found 20 second penalty to Stozza for non redressed contact
    - No 'intent' in the contact, but is up to car behind to make pass cleanly.
    - Drops stozz from 7th to 12
    - moves TB from 12th to 11th.
Stozza may yet appeal the decision as is his right. (as of 11am !)

    PROTEST SEASON 9 ROUND 1
    TUDDY - DOSKI-17
    Tuddy Video.

    Stewards Findings
    - 10 second time penalty added to Dosky-17 race time for non redressed contact.
    - Stewards noted that it appeared there was no 'intent' to make contact, but all agreed that Dosky-17 could have stayed further left to avoid more contact on the run into turn 6.
    - Was noted that Tuddy had moved all the way to the right side of the track before the final contact that resulted in the spin.

Doski does have the right to appeal this decision - And has done so on 1/11/19
    - Koastr reply will be added in here when is finalized.
    - Koastr has reviewed on appeal, original Stewards Decision upheld. @Bounty05
