Ok lads, divisions will be finalised tomorrow, been a fair old head scratch for the mod's but at the end of the day we have everyone in one room, so there will always be battles.

As for the discussion of drop rounds. AC is a little different to the other platforms and we have got amazing flexibility due to it being on the PC. As such we can use tools like ballast to keep things a bit more spicy, but this flexibility can also create loopholes. It's hard to keep on top of these and remain fair to all parties. The mod's have decided to amend the blanket rule of not allowing round 1 to be the drop round, as this is not a flexible solution. To try and discourage anyone from trying to gain an advantage from dropping round one, any ballast you earn in round 2 will be multiplied by 1.5. A full explanation is in the OP.

Thanks to @zampli , @COME_AND_GET_ME7 , and all the mod's for getting this rule back into the spotlight and forcing us to come up with a more flexible solution.

And here it is after, everything after the line space is new to add the extra 50% ballast only if criteria of it being round 2 result with a DNS in round1!

Variables:
$B9 = driver name (varies across column B)
$A6:$K81 = results table (to lookup given driver position for given round)
E$1 = column number for lookup functions (varies across row 1)
E$2 = round number (varies across row 2)
$K$84:$M$111 = points and ballast table (to lookup for driver finishing position)
$M$112 = ballast carry over multiplier (0.5)
$M$113 = ballast multiplier (1.0) in the event of a DNS (instead of 0.5 so ballast doesn't halve if driver didn't race)
$M$114 = ballast multiplier (1.5) for the new round 1 DNS rule
$M$115 = ballast cap
