Can't do much if they can't get PS5 consoles into people's houses due to the semi conductor shortage.
Hardware availability is going to be a concern for the next several years.
So yes for the game itself, disappointing, but as Saturn said it makes business sense to make it available to the current audience and whomever hasanaged to get a PS5.

Yes, I was waiting for GT7 as a prompt to get a PS5. Classic Supply & Demand economics at work. Increased demand for the PS5 is being hampered by the world-wide shortage of silicon chip supply, which is having far reaching affects e.g. new car supply.

They could always have slightly different versions. MLB 21 is different across PS4 and PS5, with PS5 getting an entire extra mode.
Could be that it is "GT7 light" for PS4, and the full fat version for PS5 with extra features.

That's what I'd speculate they'll do. It also makes good business sense, you hook the user base in and as more PS5s come along they make the switch. As a user you'd want to be able to add GT7 to your PS5 for nix, but a small upgrade charge might be in order. You'd certainly not want to pay full price.

Even if it was $10 for the upgrade, there would be no shortage of PS5 owners who would pay that for the full experience.
I can't wait for the PS5 version. If some of the already released titles are anything to go by, GT7 will be one of the best looking games we've ever seen on any platform.

Both Fanatec and Logitech's new wheels are rumoured to be direct drive wheels developed with Polyphony so I wouldn't count your chickens yet
