This is an excellent resource for creating race number decals. You can upload directly (download the number then upload via GT7 website > My Page > Decal Uploader) as these are already good quality SVG images.
If you have inkscape or a similar tool, then if you want to create a single decal for a 2 or 3 digit race number, you can download the numbers you want, copy them to the same image, align them and upload - it will save time re-aligning and re-sizing the numbers when you apply them in the in-game livery editor.

Why aren't my styles showing in my items?

Might be a game issue... They were displaying as blank for me earlier in the menu, but I clicked into one (to view in livery editor) and it was fine. I came back to them later and they were displaying properly.

Have you saved and shared your liveries as Styles? There's a difference in the game between a livery you create and apply vs saving it as a Style.

Hmm, I did think I have, I'll have a look at how to do that. Is it in the save as option?

Is there a rule of what number is meant to be on your car?
I cannot see if there is any registration of numbers or you just go with a lucky number.
I don't know being a new member if there is such a thing or you get races where everyone is known by car colours and race names above their cars.
Otherwise I will just slap on number I was given in my division.

There's no strict rule other than you can't use #51. You can register your preferred number in this thread
