I would doubt a single incident in a race will affect your rating much, if at all, and would likely be outweighed by the positive rating you would gain if you drove and finished well otherwise... but if you had a few incidents during a race then it would start to have a bigger effect I imagine.
The point of it all is to try and punish systematic bad driving/behaviour and not small and one off incidents. If you consistently drive well and have the odd incident (it's racing after all) then your rating will be good. If you drive like a 12 year old in a public lobby during school holidays then that'll be reflected in your rating...
