You go to the new car dealership, select the make of car (Ford, Citroen, etc...), and you will see all the cars available in that make, look for the car you are chasing, if there is a white tick in a blue circle in the corner of the car icon/tile (little square picture of the car along bottom of screen) it means that you have it already, if not then you need to purchase the car.
ill can share my cars if you need one, problem is we will probably be playing with the pp and hp to find the right balence which you cant do unless its yours.
Do some seasonal events, there are some there combined with your 200% login bonus that gain you over $1million plus per 15-20min race. Might mean you cut back on some of your r Factor though
borrow my X1 do a supercar seasonal because its negative 1400pp you get 20 million for winning which is easy because it has 100,000hp.

@colin, try the 620 pp supercar seasonal found in " seasonal events ". you can use a gt500 car ( same car as last season eg calsonic GTR ) i use the weider hsv honda. just give it max downforce and detune using the "power limiter" to about 580-600 pp and adjust your gear ratio to 270kph and you should win about 1,000,000 cr. start at 600pp and lower the pp each time you win and you will win more money, it is possible to win at 550 pp but its quite a challenge but you will get nearly 3,000,000 cr with the 200% login bonus from memory. the grand valley and fuji tracks are the best IMO. good luck
Or just borrow my X1(go to communinity look for mustafur and look at shared cars) and do it with ease and get 20 mil lol.
